2001
In
2001 BAPP-Lithuania supported various programs of institutional development
for the nonprofit sector. They included core support and project grants
to NGOs working on the national and regional level, as well as tailored
training sessions in such technical skills as fundraising, public relations
and community development. Activities carried out by regional NGOs in
2001 illustrated an increasing trend toward NGO involvement in public
policy making at the local level. With a grant from BAPP-Lithuania, the
Skuodas Association of Parents and Schoolchildren carried out a project
to involve parents in the development of a regional education policy.
Another 2001 grantee, Youth Center "Verus" worked on the development
of alternative measures to incarceration for juvenile delinquents.
Similarly, in its civic engagement grants program, BAPP Lithuania sought in 2001 to capitalize upon growing interest in community development activities. Grants ranging from $1,000 to $5,000 were made to community groups engaged in efforts to increase civic participation. One grantee, the Elektrenai Community Initiatives Center compiled a directory of social services for its community and facilitated discussions between community members and local government institutions. The result was the creation of a citizens’ board for greater input into local decision-making process. 2001 also marked year three of the BAPP’s project matching grants with local governments to community organizations for their activities. In 2001, priority was placed upon those activities attempting to strengthen local philanthropy.
In its efforts to improve the external environment surrounding NGOs, BAPP-Lithuania continued to provide support for a well-received national radio program that focuses on issues related to the third sector and civil society. The BAPP also continued to provide support for improvements in laws hindering NGOs' prospects for sustainability, and for training programs for law students at Vilnius University and the Lithuanian Law University in the legal and tax issues that affect NGOs. As a result of these training programs, legal clinics affiliated with the universities will offer pro-bono consultations to NGOs.

Building Advocacy Coalitions
In 2001, BAPP Lithuania made grants to three coalitions of NGOs for their pursuit of a common advocacy agenda in two issue areas. One lead organization was designated as the primary recipient of the grant, although all coalition members are beneficiaries. Grantees were encouraged to identify foreign advocacy partners with expertise in their respective issue areas, and funding provided by BAPP may be used, in part, to support study tours to neighboring countries, and/or visits of the foreign partners to Latvia.

Pan-Baltic Community Philanthropy/Participatory Planning Pilot Project
For a project conducted simultaneously in all three Baltic countries to bring together individuals, local governments and local business representatives to identify issues of priority for their communities, and to mobilize local resources to address these issues. The project is intended to introduce effective mechanisms for individuals to participate in, or have an impact upon local decision-making processes, as well as to develop viable approaches to community-based philanthropy in each site.

To oversee implementation of the project in two pilot sites of the country
and to enhance the organization's capacity to provide guidance for similar initiatives
in other regions in the future.

and facilitating meetings of community stakeholders, and for participating in
training sessions on participatory planning and community philanthropy.
Telsiai County Business
Incubator $9,625
For implementation of the project in the pilot site of Telsiai by arranging
and facilitating meetings of community stakeholders, and for participating in
training sessions on participatory planning and community philanthropy.
Matching grants of up to $5,000 will be made available to each site for the support of community initiatives identified through the participatory planning process.
Special Needs and Opportunities Fund
As approved by the BAPF board, BAPP-Lithuania reserved $50,000 from its 2001 budget to enable it to respond flexibly to proposals submitted outside the framework of regularly scheduled grant competitions, that nevertheless are consistent with BAPP-Lithuania’s strategic objectives for 2001.
